Richard Henry L. Tighe was born January 16, 1912, in New York City, the son of George Lodge and Gertrude (Stone) Tighe. He had a brother- Clifford, and a sister- Dorothy. The family lived in Manhattan, on West 135th Street in 1920, and West 188th Street in 1930.
In 1930, at the age of 18, Richard was working as a clerk in a real estate office. In 1941, Richard enlisted as a private in the U.S. Army. He stated that his education consisted of two years of high school, his civil occupation was a "financial institution clerk," he was "divorced without dependents," and was 5'10" and weighed 144 pounds.
In 1934 Richard H. L. Tighe had married Mary R. Buckridge in Manhattan. His divorce from her, however, was not finalized until March of 1961, in Dade County, Florida.
At some point between 1950 and his death in 1988, Richard was living on East 51st Street in Austin, Texas.
Richard H. L. Tighe died October 5, 1988, at Peninsula Hospital Center, and was buried on Hart Island.
