Persio Isaias Franco was born November 25, 1924, in Santiago, Dominican Republic, the son of Persio C. and Teolinda (Alvarez) Franco.
Persio traveled to the United States August 22, 1946, traveling on Pan Am Airlines from Havana, Cuba, to Miami, Florida. He gave his occupation as "radio serviceman", stated that he was single, 5'11" tall, with a dark complexion, black hair and brown eyes. He gave his address as 549 West 163rd Street in New York City- a six-story apartment building still standing today in the neighborhood of Washington Heights.
He was still living at that address when he petitioned for naturalization as a citizen of the United States on December 21, 1956, in the New York Southern District Court.
In December of 1962 he traveled between Santo Domingo and San Juan, Puerto Rico, on Pan Am flight 431. He was then living at 560 W. 163rd Street, not far from his previous home.
Persio Isaias Franco died September 10, 2002, at the Cabrini Medical Center, and was buried on Hart Island.
