Frank Tossone was born January 19, 1894, in Taramo, Italy. In 1942, at the beginning of World War II, he gave his residence as 20 N William Street, New York City. He was employed at Mick's Fruit Store at the Hudson Terminal in Manhattan. Many years later this would be demolished, to become a portion of the site for the World Trade Center.

Frank was 5'3" tall, and weighed 130 pounds. He had brown eyes, gray hair, and a dark complexion. He had no one, family or friend, that he would list on his draft card as "a person who will always know your address."

Frank Tossone died at the Brooklyn Hospital Center on September 14, 1980, aged 86. He was buried October 6, 1980, on Hart Island.
