Frank Kaplan was born December 23, 1907 in Manhattan, New York, the son of Louis and Rose Kaplan. Both parents were Russian immigrants. Frank had one brother, Isidore, born around 1910. From that time until at least 1930 the family lived at 54 Christopher Street in Brooklyn. Their father Louis supported the family by working as an operator in an overalls factory, and later he worked as a tailor making raincoats.
In 1925 Frank, aged 17, attended P.S. 84, and brother Isidore at 15 attended P.S. 66 in Brooklyn. By 1930 Frank had joined the work force as a tailor in a "cleaning store" (probably a dry cleaner.)
Frank's father Louis died before 1940. The census that year records Frank living at 114 Williams Avenue in Brooklyn with his widowed mother Rose. Around that time Frank registered for the draft. He stated that he was unemployed, and his mother (at the same address) was his next of kin. He was described as 5' 4" tall, weighed 149 pounds, with brown eyes, black hair, and a light complexion.
Frank was able to claim his Social Security benefits beginning October 11, 1968. His last residence was in Brooklyn, New York.
Frank Kaplan died January 27, 1994 at NY-Presbyterian Brooklyn Methodist Hospital. He was buried April 6, 1994 on Hart Island.
