I believe this is Andre Van Pier a famous fashion designer during the 1970s - 1990s. He was a famous celebrity designer who is mostly know for designing/making outfits for Princess Diana (one dress is in the Diana museum), Liz Taylor, Prince, Madonna, and made the red dress Dustin Hoffman wore in the movie, "Tootsie". He died broke and alone in a hospital in NYC from Hepatitis. I think his family is in Columbia. He was an amazing designer.
